The Chicago Department of Buildings Express Permit Program was launched on November 6, 2023, replacing the Easy Permit Process, Solar Express Permit Process, and the Short Form Permit Process for plumbing and mechanical scopes. The program was then expanded on September 16, 2024, to include 5 additional scopes of work, including some electrical work, fire alarm systems, repair and replacement of existing porches and decks, as well as stormwater approvals.
The previous Easy Permit review processes were complicated, paper based, and had not been comprehensively updated in 20 years. This update and expansion of the Express Permit Program allows for faster and more efficient permit applications, as well as a better review process.
The scope of the Express Permit Program (EPP) is planned to be expanded in the upcoming year, however the full scope has not been disclosed. Some potential planned EPP scope expansions could include certain types of sign permits, conveyance device (elevator) permits, sewer- or water-connection permits, or demolition (wrecking) permits, but this is subject to change and has not been confirmed by the Department of Buildings.
The recently expanded electrical scope will allow for alterations to existing circuits, adding new circuits to an existing panel, adding or removing an existing service, installation of a new generator, low voltage/communication wiring work, and the installation of outdoor site lighting, either building or pole mounted, to illuminate a site.
This new expanded scope allows for easier applications and processing for scopes of work that can be performed without an architect, by a homeowner or contractor. This is an important step in modernizing Chicago’s permitting processes, allowing for all digital services and tracking of application progress by applicants.
